Property Permit Requirements

Front Yard

If you’re embarking on new home and/or commercial improvement projects, the following guidelines set forth by the City’s Code Enforcement Office are to keep our neighborhoods attractive and inviting and may be useful in your property maintenance efforts:

  • Grass shall not exceed 6" in height
  • Garbage is not to be placed out for pickup until the night before service
  • Unlicensed vehicles or vehicles with expired inspection stickers are not permitted to be parked on property or streets
  • Open burning is prohibited within the City of Greensburg
  • Daily maintenance and the repair and construction of curbs and sidewalks are the responsibility of the property owner
  • Plumbing work does not require a registered plumber, however, your contactor is required to file for a plumbing permit and inspection of work is required
  • Fences may not exceed three and one-half feet in the front yard and six and one-half feet in the rear yard.  If applicable, decorative sides of the fence material must face outward toward neighbors.  The City recommends that fences are placed six inches to one foot from the property line.  Fences may be placed closer to or on the property lines as long as all neighbors agree.  Be advised, the City will not get involved in any disputes with regard to the placement of a fence.  Questions regarding fence installation issues can be directed to the Planning Department at (724) 838-4335

When Is a Building Permit Required?
 

Permit Required to:
  • Increase or decrease window size
  • Change door opening size
  • Construct addition to building, storage shed, or garage
  • Change floor plan of a building
  • Add or relocate sinks or toilets
  • Add electrical circuits or fixtures
  • Construct or reconstruct a porch
  • Demolish or move a structure
  • Excavate or fill areas
  • Replace sidewalk or curb
  • Construct driveway curb cut
  • Install swimming pools (above or in-ground)
  • Erect a sign on your property
  • Any change to roof design
  • Install fencing (see above)
No Permit Required to:
  • Replace existing window
  • Replace existing door
  • Install aluminum siding
  • Repair existing furnace
  • Repair existing electrical system
  • Repair roof
  • Re-shingle roof
  • Paint

Property owners who wish to make sign and/or facade improvements to properties located in the Downtown, Historic and/or Gateway Districts (Main Street, Otterman Street, Pittsburgh Street and West Newton Street) should contact the City’s Planning Department for pertinent information related to design guidelines prior to beginning any work.
